We have an existing ILM server deployed used for autoprovisioning and GAL genderation in Live@edu.  Our live@edu tenant domain initially had one accepted domain @student.contoso.com.  This works fine with the students auto provisioning of ILM accounts and mailboxes.  The staffs are synced and created as contacts in live@edu

At the same time we maintain our on-prem Exchange 2007 server for Staff mailboxes on a separate domain @contoso.com.

Now we are planning on bringing aboard the staff as an additional domain on the existing live tenant and perform the migration.

We are going for the shared address space with on-prem relay approach.  We have added the shared addess space contoso.com as an accepted domain in live@edu.  We have also added a domain to use for forwarding e.g. @staff.contoso.com to append as an additional proxy address for the staff.

We have leverage our existing ILM to sync the staff accounts over, with expectation that they will be synced as mail enabled users.  Once we see them, we plan to run the staged exchange migration tool to convert them to live@edu mailboxes and peform the mailbox content migration.

We did some minor changes on ILM such as adding the provisioning domain contoso.com as well as including the a test OU with staff mailbox users in them.  We restarted ILM service and run a full sync.

Our issue is that we could not seem to sync the staff accounts over, we do not see mail users being created, nor contacts or mailboxes for this test staff mailboxes accounts.  Anyone has some input on this particular scenario and how to approach it?  One more thing we tried was to modify the target attributes on the staff exchange recipients as by default it is blank for a mailbox user, but we still cant seem to see the account being created in live@edu.
